Information Session: Muslim Community Development in Oakley

MCC’s attempt in 2023 to purchase 400 acres in Livermore did not materialize due to various land challenges. However, Alhamdulliah, the Rahmah Community Center in nearby Oakley, is now realizing some of MCC’s goals for its land development project.

Join us to learn more about this project focused on Muslim youth and Muslim senior’s unique needs as the development begins to come to fruition and how it will benefit the rapidly growing Bay Area Muslim community with a proposed senior housing, a Muslim senior center, a full-time Islamic school, a Muslim community center, a sports facility, and more!

Dinner boxes will be for sale in the MCC lobby starting at 6:30 p.m. Attendees will also enjoy complimentary grapes from the orchards on the future Rahma Community Center land.

This is *not* a fundraising event; it is an information session only to give an overview of a future project in development that will meet Northern California Muslims’ varying and growing needs.

RCC VISION

The Rahmah Community Center’s vision is to be a model American Muslim community by offering services that benefit Muslims, particularly youth and seniors.

14+ Acre Land Purchased

  • 2017 Purchased the 14+ Acre land in a PRIME location in Oakley, CA.
  • The land is zoned as General Commercial.
  • The land has been farmed with grape vineyards for over 80+ years.
  • City Streets surround the land on three sides.
  • The land is accessible from all directions.
  • The land is next to Highway 160, a quarter (0.25) miles from the exit.
  • The land is 1 mile away from 2 Marina Boat Launches.
  • The land is 2 miles from Antioch BART Station.
  • The land is a quarter mile away from 30 apartment complex buildings.
  • The land is a quarter mile from a 70-acre approved shopping center development.
  • The land is within walking distance from custom-built acreage homes.
  • The land has an irrigation water connection to the Contra Costa Canal.
  • The land is accessible to PG&E on three sides, Diablo Water District on two sides, and Iron House Sanitary District on one side.
  • The land value has increased to $5 Million since purchase.

Features of this Project

  • The RCC campus project is carefully thought out, considering the needs of every community member, young and old.
  • The RCC campus project is grand but designed to allow for a phased approach to building each facility.
  • The RCC campus project has revenue-generating facilities.
  • Once all phases are complete, the organization will become self-sufficient, not needing funds for operations but giving back to the community.

Plans

  • Contract a reputable firm to design the RCC campus master plan and get it entitled to the City of Oakley.
  • Pay off Qardh Hasan and Properties Fund
  • Establish a WAQF as soon as conditions are met.
  • Build a 1500-2000 sf facility and start daily prayers and other Islamic programs.
  • Apply for property tax exemption upon establishing a facility and save $15,000 annually.
  • Fundraise to build the Masjid.
  • Establish a commission for revenue-generating facilities.
  • Work on Halal Investment formulas

Project History

  • 2014 Some forward-thinking members of the community with a long-term vision found 14+ acres of land
  • 2014 These few community members officially Invited five (5) local Masjid to join and share this opportunity.
  • 2015 Established a new independent non-profit 501c3 organization under the name of Ibn Sina Community Center
  • 2017 Purchased the 14+ Acre land in a PRIME location in Oakley, CA, for $1.2 Million with $200K donations and $1M as Qardh Hasan under the ownership of Ibn Sina Community Center.
  • 2017 Formally submitted a preliminary design and received comments from the City of Oakley’s planning department.
  • 2018 Established Properties Fund for IRA and managed 401K investment as an alternative means of loan
  • 2018 Ibn Sina Community Center started DBA as Rahma Community Center
  • 2019 Fundraising and paid off immediately Qardh Hasan
  • 2020 Started remote programs to fight COVID and protect our Community
  • 2021 Continued to fundraise remotely and payout immediate Qardh Hasan; Established a platform with shade for gathering, storage shed, outhouse, wado area, and volleyball court
  • 2022 Paid further Qardh Hasan; got an extension from loaners of remainder Qardh Hasan; expanded gathering area to a total of 6K sf; prepared RFP and received three proposals for the Master Plan Design of RCC Campus.
  • 2023, RCC contracted a local, well-established Architectural firm as the lead consultant to design the master plan and pursue entitlement with the City of Oakley. The firm also coordinated with other Traffic Studies, Civil Engineering, Joint Trenches, and Landscaping Architecture consultants.
  • 2024: Working closely with consultants to complete the design and submit it to the city for entitlement.

One Step Closer to Goal

RCC has hired SDG Architects Inc. and BKF Engineering firm to design the Master Plan of its multi-use campus.  The design of the Master Plan has started, and the preliminary review of its proposal has been conducted with the City of Oakley.

The estimated cost of the master plan is $558,000.00

Alhamdulillah, RCC has raised $319,000.00 and still needs $239,000.00 to complete the RCC campus master plan design and entitlement.

What is your vision of the RCC campus?  Please share with us your ideas. This is not a final layout and is now open to suggestions.   ^

Volunteers have planted over 80 fruit trees, such as pomegranates, mulberry, quince, and grapes. Fig.  RCC will host planting additional trees this spring and start community gardening.  Please join us.  Bring your kids, class, or youth to participate in this fun and rewarding experience.
